The Shaykh : All praise is due to Allah; we praise Him, seek His help, and seek His forgiveness. We seek refuge in Allah from the evil of our own souls and from the evil of our deeds. Whoever Allah guides, no one can mislead, and whoever He misleads, no one can guide. And I bear witness that there is no deity worthy of worship except Allah alone, with no partner, and I bear witness that Muhammad is His servant and His Messenger (peace and blessings be upon him and his family and his Companions and those who follow them with excellence until the Day of Judgment).
As for what follows, we thank Allah (Glorified and Exalted is He) for what He has bestowed upon this region in the form of the floods that occurred, and we hope to Allah (Glorified and Exalted is He) that they will be a beneficial rain by which Allah benefits the land and the servants. These rains that Allah (Mighty and Majestic) sends upon the servants move by the permission of Allah, swiftly or slowly, according to what the wisdom of Allah (Mighty and Majestic) requires. It is not hidden from us what happened in the story of the man who heard a voice from the clouds saying: "Water so-and-so's garden," meaning his orchard. When he heard this voice, he was amazed at how the clouds are commanded to water so-and-so's garden. So he followed the clouds until it rained on a land from which a wadi emerged and poured into this garden, watering it. The man who heard the voice said to the owner of the garden: "What are you doing in your garden?" He said to him: "What is your business with it?" He said: "I heard a voice from the clouds saying: 'Water so-and-so's garden,' for this garden of yours." He said: "Since you have said this, I will divide it into three parts: one third for its maintenance, one third for my maintenance and that of my family, and one third I will give in charity. So look at how the watering of this garden was by the will of Allah (Mighty and Majestic). And what indicates this is also what is established in *the two Sahihs* from Anas ibn Malik (may Allah be pleased with him) who said: meaning: the large cloud became confused - so it rose in the sky, and when it reached the middle of the sky, it spread and thundered and lightning flashed, and it rained. The Prophet (peace and blessings be upon him and his family) did not descend from the pulpit until the rain was dripping from his beard.
