The questioner : Our esteemed Shaykh says: I love you for the sake of Allah, and I ask Allah to shade you under the shade of His great Throne.

The Shaykh : Amen, and whoever heard it.

The questioner : He says: My father came from Egypt by sea to perform 'Umrah, passing through Jeddah, but did not enter the state of ihram and went to Madinah for a visit. Then he entered the state of ihram from the miqat and performed 'Umrah. Does he owe anything? He is now staying in Makkah waiting for Hajj. Does he owe a fidyah or not?

The Shaykh : Yes. He owes nothing, as long as he came intending to go to Madinah and then passed the miqat heading to Madinah. Then he returned and entered the state of ihram from the miqat of the people of Madinah, from Dhul-Hulayfah, so he owes nothing. And as long as he is waiting for Hajj, he is performing tamattu'. And Allah the Exalted said:
then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals فمن تمتع بالعمرة إلى الحج فما استيسر من الهدي
[Al-Baqarah 2:196]
. So he must offer a sacrificial animal if he is able to do so, and if he is not able, he must fast three days during Hajj and seven when he returns. That is, when he has finished the rites of Hajj. He may fast the three days from now. As long as he knows that he will not be able to offer the sacrificial animal, he may fast them from now. Yes. That is, he fasts the three days. As for the seven, they are after the completion of Hajj.
