Question:
He asks another question and says: When I entered the mosque, I saw a man striking his hands on the carpeted floor until he brought out the dust, then he wiped his hands and face and entered into prayer. The question is: Is this permissible, and is his prayer valid in this manner, even though water is close to the mosque, and I did not see on him any condition that would prevent him from performing wudu? And if his prayer is not valid, is it obligatory for me to inform him so that he can repeat it?

Answer:
Yes, yes, he is not permitted to perform tayammum if he is able to perform wudu with water, and water is available. Therefore, the prayer is invalid and the tayammum is invalid; because Allah says:
and find no water, then seek clean earthفَلَمْ تَجِدُوا مَاءً فَتَيَمَّمُوا صَعِيدًا طَيِّبًا
[Al-Nisa: 43]. So one who finds water is not permitted to perform tayammum, unless he is unable due to illness and water would harm him. So you should advise the one you saw, and tell him: Tayammum does not suffice for you if you are healthy and sound and water does not harm you.
As for if water would harm him, tayammum with the carpets that contain dust would suffice for him. However, performing tayammum with the earth from the mosque courtyard, or other places where there is pure earth, is more preferable than the dust of the carpets. This is based on his saying (peace and blessings be upon him):
and its dust has been made a purifier for us in case water is not availableوجعلت تربتها لنا طهورًا إذا لم نجد الماء
Sahih Muslim 522a
So performing tayammum with the earth itself is more preferable than the dust in the carpets. And dust suffices, as the scholars have explicitly stated. But performing tayammum with the existing pure earth is more complete and more in accordance with the Sunnah.
As for if the man has a barrier preventing him from performing wudu; because he has an illness that prevents him from using water, and using water would harm him; then tayammum suffices for him, and praise be to Allah. Yes.
