The Shaykh : It is not necessary to pay the zakah in Ramadan. Rather, a person pays his zakah when his hawl (lunar year of possession) is completed; that is, when the year of his wealth has passed, he pays the zakah. It is not permissible to delay it, except for a slight delay to look for someone who is more in need, or for a virtuous time that is not far off. As for delaying it until a distant time, that is not permissible, because the zakah must be paid immediately, as it is among the obligatory duties, and the principle for all obligatory duties is that a person performs them immediately, except where there is evidence permitting delay. Yes.
