It is not permissible for you to marry your daughter to a man who commits fornication until his repentance from fornication becomes apparent and his conduct becomes upright, due to the saying of Allah the Exalted:[An-Nur 24:3] The meaning of this noble verse is that it is forbidden for the believers to marry a fornicator or to marry a fornicatress. If they do so, they are either fornicators or those who associate partners with Allah. The point of this is that if a man marries a fornicatress, he either rejects the fact that marriage to her is forbidden and does not acknowledge it, in which case he is one who associates partners with Allah because he has made lawful what Allah has forbidden; or he believes that marriage to her is forbidden but is unable to control himself and thus disobeys Allah (Mighty and Majestic) by doing so, in which case he is a fornicator because the marriage is not valid.
