The meaning of basirah in this verse.

Machine translationRead the Arabic original
The Shaykh : So what does "with basirah" mean? Brother.
The student: That he understands what he says.

The Shaykh : With basirah in what he calls people to, with basirah in the state of the one being called, and with basirah in the manner of the call.
Pay attention, with basirah in how many things?
The student: Three.

The Shaykh : In three matters.
With basirah in what he calls people to, and with basirah in the state of the caller.
The students: The one being called.

The Shaykh : The one being called, yes, and with basirah in the state of the one being called, and with basirah in the manner of the call.
I hope you will pay attention, everyone.
I call to Allah with basirah أدعو إلى الله على بصيرة
- Keep it with you along with the questions -.
I call to Allah with basirah أدعو إلى الله على بصيرة
In three matters:
In what he calls people to, in the state of the one being called, and in the manner of the call.
With basirah in what he calls people to: by being knowledgeable of the Shari'ah ruling in what he calls people to, because he may call people to something he thinks is obligatory, while it is not obligatory in the Shari'ah of Allah, thereby obliging the servants of Allah with what Allah has not obligated them with.
And he may call people to leaving something he thinks is forbidden, while it is not forbidden in the religion of Allah, thereby forbidding the servants of Allah what He has made lawful for them.
We have heard people say, or people call others, to reject every new thing, even if this new thing is what is needed, and there is no Shari'ah harm in it.
So for example, he says: Do not listen to the Qur'an from a recording? Why?
He said: Because this was not known in the time of the Prophet (peace and blessings be upon him) and his Companions, so it would be a religious innovation.
And the Prophet (peace and blessings be upon him) said:
Every innovation is misguidance. كل بدعة ضلالة
.
So this person called to Allah, but not with basirah in what he calls people to, because this recording is a means to preserve the heard word, and means are not like objectives; means have the rulings of objectives.
Therefore: Were there libraries and printing presses that print books, and storage warehouses for books, in the time of the Prophet (peace and blessings be upon him)?
Answer: No.
In fact, there was no dating system in the time of the Prophet (peace and blessings be upon him).
The first one to establish the dating system was 'Umar ibn al-Khattab (may Allah be pleased with him) in the sixteenth year.
So do we say now that using the dating system is a religious innovation that is not permissible? No.
So we must be with basirah in what we call people to.
On the contrary, there are those who exaggerate in such matters, who say: Do not call the adhan; put a recorded tape of the adhan at the microphone and turn it on at the minaret and let it call.
So this is the opposite of the first case.
This person does not want us to worship Allah the Exalted with the adhan, but rather wants us to make this record so that people hear the voice of a mu'adhdhin who may have died. This is also an error.
So the conclusion is that a person must be with basirah in what he calls people to.
