The questioner : The listener of the program, Hajji Rashed, sent a message containing a set of questions. The first question is as follows: The listener says, "My wife has gold jewelry which she wears only on special occasions. Is it permissible to pay the zakah of this gold or not, given that she does not wear it except on special occasions?"

The Shaykh : The questioner asks in his question, "Is it permissible to pay the zakah?" The better phrasing would be to ask, "Is it obligatory to perform the zakah?" There is a difference of opinion among the scholars regarding the obligation of zakah on jewelry. Some scholars said that there is no zakah on jewelry unless it is prepared for trade. Others said that zakah is due on it in all cases, even if it is prepared for wearing, and even if the woman does not wear it except rarely. This is the stronger opinion due to the generality of the saying of the Prophet (peace and blessings be upon him)
If any owner of gold or silver does not pay what is due on him, when the Day of Resurrection would come, plates of fire would be beaten out for him; these would then be heated in the fire of Hell and his sides, his forehead and his back would be cauterized with them. Whenever these cool down, (the process is) repeated during a day the extent of which would be fifty thousand years, until judgment is pronounced among servants, and he sees whether his path is to take him to Paradise or to Hell. ما من صاحب ذهب ولا فضة لا يؤدي منها حقها إلا إذا كان يوم القيامة صفّحت له صفائح من نار فأحمي عليها في نار جهنم فيُكوى بها جنبه وجبينه وظهره كلما بردت أعيدت في يوم كان مقداره خمسين ألف سنة حتى يُقضى بين العباد ثم يرى سبيله إما إلى الجنة وإما إلى النار

The woman who owns jewelry is the owner of the gold, and there are specific hadiths regarding the obligation of zakah on jewelry, such as the hadith of Abdullah ibn Amr ibn al-As (may Allah be pleased with them both) that a woman came to the Prophet (peace and blessings be upon him) with two thick gold bracelets on her daughter's hands, and he said,
Do you pay the zakat of this? أتؤدين زكاة هذا؟
She said, "No." He said,
Are you pleased that Allah may put two bangles of fire on your hands? Thereupon she took them off and placed them before the Prophet (ﷺ) saying: They are for Allah and His Apostle. أيسرك أن يسورك الله بهما سوارين من نار فخلعتهما وألقتهما إلى الرسول صلى الله عليه وسلم وقالت هما لله ورسوله

And because this opinion is more cautious and purifies the conscience, and the opinion that zakah is obligatory on jewelry is the school of Abu Hanifah and a narration from Imam Ahmad (may Allah have mercy on him). Yes.
