Question:
Our brother asks and says: Is zakah obligatory on the gold belonging to the wife and daughters, which was purchased with the intention of using it for adornment, or is there no zakah due on it?

Answer:
This is a matter in which the scholars (may Allah have mercy on them) differed. Some of them made zakah obligatory on it due to the generality of the evidence and specific proofs, while others said that it is not obligatory because it is being used.
The correct view is that zakah is obligatory on jewelry if it reaches the nisab, even if it is being used, due to the generality of his (peace and blessings be upon him) saying:
If any owner of gold or silver does not pay what is due on him, when the Day of Resurrection would come, plates of fire would be beaten out for him; these would then be heated in the fire of Hell and his sides, his forehead and his back would be cauterized with them.ما من صاحب ذهب ولا فضة لا يؤدي زكاتها إلا إذا كان يوم القيامة صفحت له صفائح من نار؛ فيكوى بها جنبه وجبينه وظهره

As for the hadith: "There is no zakah on jewelry," it is a hadith that is not authentic from the Prophet (peace and blessings be upon him).
In summary: The correct of the scholars' opinions is that there is zakah on jewelry—in gold and silver—if it reaches the nisab. The nisab is twenty mithqals, and the amount of that in Saudi riyals is eleven and three-sevenths of a riyal, meaning eleven and a half riyals, because the difference is slight. And from silver: one hundred and forty mithqals, and the amount of that in silver in Saudi riyals is fifty-six riyals of silver, and its equivalent in currency.
So if the jewelry reaches this amount, zakah becomes obligatory on its owner if a lunar year has passed over it, and the obligatory amount is one-quarter of one-tenth. So if the jewelry reaches ten thousand, then two hundred and fifty are due, one-quarter of one-tenth. And if it reaches twenty thousand, then five hundred are due, one-quarter of one-tenth, and so on. This increases its good and clears her conscience. Yes.
