Answer:
The Shaykh: Similarly, there is scholarly disagreement among the scholars regarding this issue: some scholars hold that there is zakah on it, while others do not consider there to be zakah on it.
It is well known that matters in which there is scholarly disagreement must be referred to Allah and the Messenger, as Allah the Exalted said:
And if you disagree over anything, refer it to Allah and the Messengerفَإِنْ تَنَازَعْتُمْ فِي شَيْءٍ فَرُدُّوهُ إِلَى اللَّهِ وَالرَّسُولِ
[Al-Nisa: 59], and the Prophet (peace and blessings be upon him) said: :
And in anything over which you disagree - its ruling is [to be referred] to Allah.وَمَا اخْتَلَفْتُمْ فِيهِ مِنْ شَيْءٍ فَحُكْمُهُ إِلَى اللَّهِ
[Al-Shura: 10]. When we refer this matter to the Book and the Sunnah, we find in the Book and the Sunnah what indicates that zakah is obligatory. The original ruling is that zakah is obligatory on gold and silver, so it is not permissible to deviate from this except with evidence.
And there is what supports this in the Sunnah in the general hadith:
There is no one who possesses gold or silver and does not pay its right—and in the other wording: does not pay its zakah—except that on the Day of Resurrection, plates of fire will be made for himما من صاحب ذهبٍ ولا فضةٍ لا يُؤدي حقَّها -وفي اللفظ الآخر: لا يُؤدِّي زكاتها- إلا إذا كان يوم القيامة صُفحت له صفائح من نار

And the hadith of the woman with the two bracelets: it is a good hadith, narrated by Abu Dawud and al-Nasa'i with a good chain: that a woman came to the Prophet (peace and blessings be upon him) and her daughter had two gold bracelets on her hands—meaning: two bracelets—and he said:
Will you give the zakah of this?أتُعطين زكاة هذا؟
She said: No. He said:
Are you pleased that Allah may put two bangles of fire on your hands?أيسرك أن يُسورك الله بهما يوم القيامة سوارين من نارٍ؟!

So she threw them down and said: They are for Allah and His Messenger.
And the hadith of Umm Salama that she used to wear gold ornaments, so she said: O Messenger of Allah, is this a treasure? He (peace and blessings be upon him) said:
Whatever reaches the amount that requires zakah and is purified by zakah is not a treasureما بلغ أن يُزَكَّى فزُكِّيَ فليس بكنزٍ
Meaning: whatever reaches the nisab and is purified by zakah is not a treasure. He did not say to her: there is no zakah on jewelry.
