The Shaykh : The sacrificial animal is of two types: an obligatory sacrificial animal, which is only for the one performing tamattu' or qiran, due to the saying of Allah the Exalted:
then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals. And whoever cannot find [or afford such an animal] - then a fast of three days during Hajj and of seven when you have returned [home]. Those are ten complete [days]. This is for those whose family is not in the area of al-Masjid al-Haram فَمَنْ تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ فَمَنْ لَمْ يَجِدْ فَصِيَامُ ثَلاثَةِ أَيَّامٍ فِي الْحَجِّ وَسَبْعَةٍ إِذَا رَجَعْتُمْ تِلْكَ عَشَرَةٌ كَامِلَةٌ ذَلِكَ لِمَنْ لَمْ يَكُنْ أَهْلُهُ حَاضِرِي الْمَسْجِدِ الْحَرَامِ

And a voluntary sacrificial animal, which is for the one performing ifrad Hajj, for the one performing 'Umrah, and for the one who has not performed Hajj or 'Umrah. The one performing ifrad Hajj may offer a sacrificial animal to draw near to Allah, the one performing 'Umrah may offer a sacrificial animal to draw near to Allah, and the one who has not performed Hajj or 'Umrah and is in a country may offer a sacrificial animal to draw near to Allah, sending it to Makkah, as the Prophet (peace and blessings be upon him) did when he sent a sacrificial animal to Makkah while residing in Madinah, and as he offered a sacrificial animal in the 'Umrah of Hudaybiyyah. The sacrificial animal itself is an act of worship by which one draws near to Allah, but it may be obligatory or recommended. It is obligatory for the one performing qiran and tamattu', and a recommended practice (sunnah) for the one performing ifrad Hajj, the one performing ifrad 'Umrah, and the one who has not performed Hajj or 'Umrah.
