The questioner : Is this verse applied to those who mock, ridicule, and laugh at those who grow their beards, shorten their garments, and follow the Sunnah of our Prophet Muhammad (peace and blessings be upon him)?

The Shaykh : As for those who mock the people who adhere to the religion of Allah and carry out the commands of Allah, if they mock them because of the Shari'ah they are upon, then their mocking of them is mocking of the Shari'ah, and mocking of the Shari'ah is disbelief.
But if they mock them, meaning the individuals themselves, regardless of their adherence to the Sunnah in clothing and the beard, then they do not become disbelievers because of that, because a person may mock the individual himself, regardless of his work and actions.
So if they mock them because of this action, and direct the mocking at the action, then this is disbelief, because it is mocking of the Shari'ah of Allah (Mighty and Majestic).
But if he mocks him—meaning this individual himself—and mocking the religion of Allah did not cross his mind, then this is not disbelief.
But it is obligatory for every person to be wary of mocking the scholars, or mocking the people of religion who hold fast to what the Book of Allah and the Sunnah of His Messenger (peace and blessings be upon him) indicate.
