The Shaykh : Of course; because this tightening around the waist outlines what is below the waist, namely the buttocks. So it is clear that it is not permissible because it outlines the form. And a garment that outlines the 'awrah, even if it is a woman in front of a woman, is like a garment that outlines a man's 'awrah in front of a man, and there is no difference.

The questioner: But if the garment is loose and she puts this belt on it, sometimes it does not outline what is below the belt, i.e., below the waist.

The Shaykh : I do not know. The 'illah (operative cause) is the outlining. So if you, and you are a woman and understand this situation better than I do, if you imagine that with the belt there is no outlining, and this is what I do not rule out, because I understand from your words something that may be the reality and may not be. The witness sees what the absent one does not see. It may be that the garment, although it is loose and has, I do not know what you call them, folds, such that the garment is not, for example, clinging to the buttock, there are folds, but even so, when the belt is tightened around the waist, what is underneath will appear if she is thin or if she is fat.
