Is there any obligation on the one in ihram if he forgets to expose his shoulder, and is it permissible for him to use an umbrella and wear a leather belt?

Machine translationRead the Arabic original
The questioner : The fourth question says: A man wore the ihram garments, but he did not leave his right arm exposed; he covered his chest, back, and arms. Is there anything required of him? And if he held an umbrella to protect his head from the sun, is there anything required of him? Likewise, if he wore a leather belt around his waist over the izar, and it is sewn, does this affect the validity of the ihram?

The Shaykh : The first issue is if he does not expose his right shoulder.

The questioner : Yes.

The Shaykh : In reality, most pilgrims err in this issue, as they expose the shoulder from the time of entering ihram until they exit the state of ihram.

The questioner : Yes.

The Shaykh : The reason for this is ignorance, because exposing the right shoulder is only prescribed during the arrival tawaf. Accordingly, if you enter ihram, you cover both shoulders.

The questioner : Yes.

The Shaykh : Until you begin the arrival tawaf. When you begin the arrival tawaf, you perform idhtiba' by exposing the right shoulder and placing the ends of the rida' on the left shoulder. When you finish the tawaf, you return the rida' to its original state, meaning you cover both shoulders.

The questioner : Yes.

The Shaykh : With this, the difficulty mentioned by the questioner is resolved, so the person keeps his shoulders covered as protection from heat or cold until he begins the tawaf.
As for the second issue, which is carrying an umbrella on the head to protect from the heat of the sun, there is nothing wrong with it and no blame. This does not fall under the prohibition of the Prophet (peace and blessings be upon him) regarding covering the head of a man, because this is not covering, but rather shading from the sun and heat. It is established in Sahih Muslim that the Prophet (peace and blessings be upon him) was with Usamah ibn Zayd and Bilal; one of them was leading his mount, and the other was holding up his garment to shade him from the sun, until they saw the heat [intensity] until he stoned the Jamarat al-Aqabah.
This is evidence that he—the Prophet (peace and blessings be upon him)—benefited from this garment while in the state of ihram.

The questioner : Yes.

The Shaykh : Before he exited the state of ihram. As for the third question.

The questioner : Which is placing a belt around...

The Shaykh : Which is placing the belt.

The questioner : Yes.

The Shaykh : Around his waist, there is nothing wrong with it and no blame in it. His statement that it is sewn is based on a mistaken understanding by some of the general public, who thought that the meaning of the scholars' statement that it is forbidden for the one in ihram to wear sewn garments is that it refers to anything that has stitching. That is not the case. Rather, what the scholars mean by wearing sewn garments is what is sewn to the measure of the limb and worn in its usual form, such as a shirt, trousers, a vest, and the like.

The questioner : Yes.

The Shaykh : It is not the intention of the scholars to refer to what has stitching. Therefore, if a person enters ihram with a patched rida' or a patched izar, there is no harm in that, even if some of it is sewn together. Yes.

The questioner : Yes, so on this basis, it is permissible, meaning all types of belts.

The Shaykh : Yes.

The questioner : And what is called a kumr for keeping money and...

The Shaykh : Yes, all of these are permissible.

The questioner : Or some types of shoes as well?

The Shaykh : Yes.

The questioner : Yes.
