That is because for some people, it is burdensome to fast while the people around them are breaking their fasts, so they prefer fasting while traveling to fasting while resident, even though the people around them, as I mentioned, are breaking their fasts. Other people are the opposite; it does not matter to them if they fast while resident and resting while the people around them are breaking their fasts, but it is difficult for them to fast while traveling. Therefore, a correct and explicit hadith came in "Sahih Muslim" when the Messenger of Allah (peace and blessings be upon him) said to that Companion, whose name is perhaps 'Amr ibn Hamzah al-Aslami, who asked him, "I travel a lot, so should I fast or break my fast?" His answer, may Allah's prayer and peace be upon him, was
