However, if the heat becomes intense and the hardship becomes great, breaking the fast becomes more emphasized, and fasting becomes disliked for the traveler.

Allah, Glorified and Exalted is He, legislated for His servants the rulings of travel and residence during the time of the Prophet (peace and blessings be upon him) and for those who came after him until the Day of Resurrection. He, Glorified and Exalted is He, knows what changes in circumstances and what variety in means of travel will occur. Had the ruling differed, He, Glorified and Exalted is He, would have made it clear, as He said in Surat al-Nahl:
And We have sent down to you the Book as clarification for all things and as guidance and mercy and good tidings for the Muslims.وَنَزَّلْنَا عَلَيْكَ الْكِتَابَ تِبْيَانًا لِّكُلِّ شَيْءٍ وَهُدًى وَرَحْمَةً وَبُشْرَى لِلْمُسْلِمِينَ
[al-Nahl:89]. And He, Glorified and Exalted is He, also said:
And [He created] the horses, mules and donkeys for you to ride and [as] adornment. And He creates that which you do not know.وَالْخَيْلَ وَالْبِغَالَ وَالْحَمِيرَ لِتَرْكَبُوهَا وَزِينَةً وَيَخْلُقُ مَا لاَ تَعْلَمُونَ
[al-Nahl:8].
