Have you seen a poor man who has six hundred riyals, which is the nisab, or not? Six hundred riyals is the nisab, but it is not sufficient for his livelihood. In this case, we make zakah obligatory upon him and give him from the zakah. Thus, he is eligible for zakah in his wealth and eligible to receive it, just as we discussed regarding the categories of the poor, the needy, those who work on it, those whose hearts are to be reconciled, freeing captives, and those in debt.
