Does a person break his fast in Mecca while coming for 'Umrah?

The Shaykh : Here I raise a question: Does a person break his fast while in Mecca, coming for 'Umrah, or not? The answer: We look to see if he is traveling or not. He is traveling; there is no doubt that he is traveling. If he is traveling, then it is permissible for him to break his fast. The Prophet (peace and blessings be upon him) conquered Mecca in the eighth year of the Hijrah. He entered it on the nineteenth or twentieth day and remained for the rest of the month without fasting, as established in *Sahih al-Bukhari*, that the Prophet (peace and blessings be upon him) did not fast for the rest of the month and remained in Mecca for nineteen days while shortening the prayer. For this reason, we find in Mecca people for whom fasting is very difficult in order to perform 'Umrah, until some of them, as we have recently witnessed, faint. So we tell this man: Break your fast, for you are traveling.
