This is a message we received from the listener Muhammad ibn 'Abd Allah al-Riyadh, who says: If the family performs 'Umrah in the month of Ramadan, is it permissible for them to break their fast during their stay in the Noble Makkah, or must they abstain from eating as soon as they arrive in Makkah?
Answer: The one performing 'Umrah in Ramadan is a traveler. For example, if he comes from a distant land, coming from Najd or elsewhere, he is a traveler. So he may break his fast on the road. If he travels from Riyadh, al-Qasim, Hail, al-Madinah, or elsewhere, that is travel, so he may break his fast on the road and in Makkah. However, if he intends to stay for more than four days, then when he arrives in Makkah, the most cautious course for him is to fast, and it is better that he fast. This is because the majority of scholars hold that if he firmly intends to stay for more than four days, he must complete the prayer and not break his fast. But if his intention is for two, three, or four days, not exceeding that, he may break his fast and he may fast. He may shorten the prayer and pray two rak'ahs, and he may pray four with the people. He is not allowed to separate himself and pray two if he is alone; he must pray with the congregation. But if he is with people, he has a choice: if he wishes, he and they may pray two, and if they wish, they may pray four with the people in the congregation. If the stay is more than four days, they should fast and complete the prayer, according to the majority of scholars. Yes.
