The Shaykh : There is scholarly disagreement regarding the 'Umrah for the people of Makkah. Some say that there is no 'Umrah for the people of Makkah, because it is not known that anyone left Makkah to perform an 'Umrah during the time of the Messenger of Allah (peace and blessings be upon him).
And some say that they have an 'Umrah, based on his statement in the hadith of Ibn 'Abbas:
and whoever is living within these boundaries can assume lhram from the place he starts, and the people of Mecca can assume Ihram from Mecca. ومن كان دون ذلك فمن حيث أنشأ حتى أهل مكة من مكة
Sahih al-Bukhari 1524
. So there is disagreement in this issue.
