He asks and says: Do the residents of Makkah have an 'Umrah? If the meaning of 'Umrah according to the scholars of language is visiting, and according to the Shari'ah it is worshipping Allah the Exalted by performing the rites of 'Umrah, how does this happen when they are from the people of Makkah? May Allah reward you with good.

'Umrah is visiting in the case of the outsider, but for the people of Makkah, their 'Umrah is tawaf, sa'y, and shortening the hair. It is a type of visiting by their going out to the halal area and then returning, but the intended meaning for the people of Makkah is this great act, which is tawaf, sa'y, and shortening the hair. So they have an 'Umrah where they go out to the halal area of al-Tan'īm, or 'Arafah, or al-Ja'ranah, or Jeddah, and they enter the state of ihram for 'Umrah, then they enter, perform tawaf, perform sa'y, and shorten their hair. It is called 'Umrah, even though its original meaning is visiting in the case of the outsider, but it is a great act.
Tawaf, sa'y, and shortening the hair, or shaving, is a great act of worship. It includes tawaf around the House, and it includes sa'y between al-Safa and al-Marwah. So it is an 'Umrah for them even though they are from the people of Makkah. It is not a visit for them; because they are close to Makkah when they go out to al-Tan'īm, they are not far away, and it is not a journey, so it is not established for them that it is a visit. But it contains righteous work, it contains tawaf and sa'y, but it is called a visit in the case of outsiders.
'A'ishah (may Allah be pleased with her) performed 'Umrah from Makkah when she had exited the state of ihram from her Hajj. The Prophet (peace and blessings be upon him) had her perform 'Umrah from al-Tan'īm. In this state, she was a resident of Makkah, residing in Makkah, and yet she performed 'Umrah from al-Tan'īm (may Allah be pleased with her) in place of the 'Umrah with which she had entered Makkah from al-Madinah, because she had entered Makkah while menstruating, so she did not perform tawaf or sa'y before the Hajj. She had entered the state of ihram for Hajj along with 'Umrah, so she became a qarinah (one combining Hajj and 'Umrah). So the Prophet (peace and blessings be upon him) said to her:
Your Tawaf by the Ka'bah and your Sa'i between Safa and Marwah is sufficient for both your Hajj and 'Umrahطوافك بالبيت وبين الصفا والمروة يكفيك لحجك وعمرتك

because she had become a qarinah. So she asked him for an independent 'Umrah, and he agreed to that (peace and blessings be upon him) and ordered her brother 'Abd al-Rahman to have her perform 'Umrah from al-Tan'īm, an independent 'Umrah like her companions among the wives of the Prophet (peace and blessings be upon him).
For they had performed an independent 'Umrah, entering Makkah with it from al-Madinah, so they performed tawaf, sa'y, and shortened their hair, and exited the state of ihram. So she loved to do like them... an independent 'Umrah. So the Prophet (peace and blessings be upon him) approved it and ordered her brother 'Abd al-Rahman to take her to al-Tan'īm; so she performed 'Umrah after the Hajj.
So that indicates that there is no harm in a resident of Makkah going out to al-Tan'īm, or elsewhere in the halal area, to perform 'Umrah. So 'Umrah is a righteous act and a means of drawing near to Allah Yes.
