Is it permissible for a person to think about a woman without speaking, and then this thinking leads to ejaculation? And is he sinful?

Machine translationRead the Arabic original
The questioner : Is it permissible for a person to think about a woman without speaking, and then this thinking leads to ejaculation? Is he sinful? He says:The questioner : And I intentionally imagine a certain woman, is that permissible?

The Shaykh : He (peace and blessings be upon him) said:
Allah, the Most High, has forgiven my Ummah for whatever enters the mind, so long as it is not spoken of or put into action. إن الله تجاوز لي عن أمتي ما حدثت به أنفسها ما لم تتكلم او تعمل به
Sunan an-Nasa'i 3435Sahih (Darussalam)
I am askingThe questioner : Did he act on his thought or not?

The questioner : Not here.

The Shaykh : The answer is clear: he is sinful because the imagination has moved into the realm of action, so it is not permissible. And Islam, in its perfection, forbids things that are not forbidden in themselves, but because it fears they may lead to what is forbidden. This is what scholars of jurisprudence refer to as the chapter of blocking the means to harm. That is, he (peace and blessings be upon him) said in a well-known hadith:
And whoever believes in Allah and the Last Day, let him not sit at a table where intoxicants are circulated. ومن كان يؤمن بالله واليوم الآخر فلا يقعد على مائدة يدار فيها الخمر
Sunan al-Bayhaqi 10:1861
He does not drink. Many people say to you, "My brother, I do not drink." But you do not drink the first time, the second time, the third time, and the tenth time. But then they say to you, "My brother, a sip." He gets encouraged to drink a sip, then a second sip comes after it, and so on. As that Arab poet said, "And the greatest part of the fire is from the first spark of the embers." Therefore, every Muslim should, when a bad thought occurs to him, strive against it and try to divert it from himself. This is not because he is punished for this thought. No, the first thing that comes to a person's mind regarding a sin is the thought. If this thought settles in the person's mind, it becomes a concern. If this concern strengthens in the soul of the one to whom the thought occurred, it becomes a resolve. And after the resolve, there is only execution, either by speech or by action. From the favor of Allah (Mighty and Majestic) upon the Muslim community is that they are not held accountable for the thought, nor for the concern, nor for the resolve, unless it is executed, acted upon, or spoken. Therefore, in the context of blocking the means to harm, we say that the Muslim should strive against the thought, fearing that it will strengthen in his soul and become a concern, and then fearing that this concern will strengthen until it becomes a resolve, and then nothing remains behind the resolve but execution. Thus, the Muslim should strive against the bad thoughts that occur to him, even though he is not held accountable for them.
