Is there an expiation for one who has days of Ramadan to make up and did not make them up until the next Ramadan arrived?

Machine translationRead the Arabic original
The questioner : Some scholars say that one who reaches the next Ramadan while still having fasting days to make up must make them up and pay an expiation. What is your opinion on this issue?

The Shaykh : First, the expiation has no basis, and making up the fasts has no basis except for one who had an excuse. If he had an excuse, he must make them up, but he should be aware of the obligation to hasten in making them up, because one does not know when the time will come. As for if he delays in making them up, he must make them up and pay an expiation.

The questioner : I believe, O our Shaykh, that there are some weak hadiths or reports from the Companions, for example.

The Shaykh : There are reports, but these reports fall into two categories. One category explicitly states that if one who had an excuse for breaking his fast reaches the second Ramadan and has not made up the fasts, he must make them up and pay an expiation.

The questioner : It is a report stopping at...

The Shaykh : But as for a hadith, there is none.

The questioner : That is, it is not a proof. May Allah reward you.

The Shaykh : Praise be to Allah. We ask permission to pray there, if Allah wills.
