What are the conditions for wiping over leather socks?

Machine translationRead the Arabic original
The questioner : Regarding wiping over leather socks, some people stipulate that the sock must cover the area of wudu, meaning it must cover the ankles, as is the case with the sunnah for the khuff (leather sock), for example, or the na'l (sandal). Does the same apply to this, or is their statement correct?

The Shaykh : Do you mean by the previous statement that the condition is negated?

The questioner : Yes.

The Shaykh : Yes, that is so. Because stipulating that it must cover the place of the fard (obligatory) washing is negated by the established fact that the Messenger (peace and blessings be upon him) wiped over sandals. Linguistically, a na'l is one that does not have what covers the ankles. Therefore, it came in the authentic hadith:
The one in the state of ihram does not wear leather socks. If he finds nothing but leather socks, let him cut them below the ankles so that they are like sandals. لا يلبس المحرم الخفين فإن لم يجد إلا الخفين فليقطعهما أسفل من الكعبين حتى يكونا كالنعلين
Thus, the na'l contradicts the linguistic definition of khuffayn, in that khuffayn cover the ankles, whereas na'lan are below the ankles. Since it is established from the Messenger (peace and blessings be upon him) that he wiped over sandals, that condition remains, even though it is not transmitted, as we said regarding wiping over the turban, where the opposite was transmitted.
