What is the ruling on selling image-making devices?

Machine translationRead the Arabic original
The questioner : Here is a question.

The Shaykh: Yes.

The questioner : Regarding my situation... is it permissible to sell them based on this hadith... that Fatimah... had chains, and the Messenger of Allah saw them and disliked them, so she took the chains and sold them, and with the proceeds she bought a slave and freed him. When this reached the Messenger of Allah (peace and blessings be upon him), he said:
Praise be to Allah who saved Fatimah from the Fire الحمد لله الذى نجَّى فاطمة من النار
As-Sunan al-Kubra lil-Nasa'i 64:138
. Since Fatimah sold them, the apparent meaning of the hadith does not indicate that Fatimah knew whether these three... would be sold to Muslims or non-Muslims; so is it permissible to sell image-making devices despite not knowing whether they will be used for what is forbidden or what is lawful?

The Shaykh : The ruling on an image-making device is based on what is most likely in the seller's opinion. If it is most likely in the seller's opinion that it will be used in disobedience to Allah most of the time, and it may be used for what is permissible occasionally, and rulings are always based on what is most likely; if it is most likely in the seller's opinion that it will be used in disobedience to Allah... mostly, not always in a consistent manner; in that case, it is not permissible. If it is most likely in his opinion that the opposite is the case, it is permissible. If he is in doubt, the situation is that he should not do it and should not sell it.
