The Shaykh : As for the one who combines and the one who performs Hajj alone, his sa'y after the tawaf of arrival is sufficient, because the acts of 'Umrah are included in the Hajj, since the acts of the one who combines are exactly like the acts of the one who performs Hajj alone.
And it is well known that the Prophet (peace and blessings be upon him) and his Companions who were with him, meaning those who combined, did not perform the sa'y twice.
As for the one who performs tamattu', the sa'y of his 'Umrah does not suffice for the sa'y of his Hajj, because the two pilgrimages are separated and distinguished from one another. Therefore, it is obligatory for the one who performs tamattu' to perform the tawaf of 'Umrah when he arrives in Makkah, and the sa'y of 'Umrah. And it is obligatory for him to perform the tawaf of ifadhah and the sa'y of Hajj. So the first tawaf and sa'y are for the 'Umrah, and the second tawaf and sa'y are for the Hajj, and this is necessary.
