The Shaykh : If a person delays making up Ramadan until the second Ramadan without an excuse, he is sinful, and he must make up what he missed. There is no feeding required of him according to the correct opinion, because Allah the Exalted said:[Al-Baqarah 2:185] and Allah did not mention feeding, nor did He restrict it with a condition, so only making up the fast is obligatory for him. However, if he delays it for an excuse, like this man, for example, for one day, a person may forget; a person may forget that he has a day to make up until Ramadan arrives.
