The ruling on one who breaks his fast in Ramadan and does not make it up until the next Ramadan arrives

The first message in this episode is from listener (A. M. H.) from the Dammam Scientific Institute. Among the questions in his message, he says: "Two years ago, during the blessed month of Ramadan, I went to the Holy Makkah to perform the rites of 'Umrah. I was compelled to break my fast on the day I went. It was obligatory for me to fast that day later—meaning, after the blessed month of Ramadan—but I was negligent. Then the month of Ramadan came in the following year, and I did not fast that day. I said, 'I will do it after this month,' but the days passed and I did not fast it. Every day I would say, 'Tomorrow,' until the month of Ramadan came in the second year, and I had not fasted it until this day. However, I became aware of this matter and decided to fast it. But should I fast just one day? Or do I have to fast days as expiation? What is the ruling? I am awaiting your answer. May Allah reward you with good."
Answer: In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and may Allah send prayers and blessings upon the Messenger of Allah, and upon his family and his Companions, and upon those who follow his guidance.
As for what follows: It is obligatory to make up one day; because Allah the Exalted says: [al-Baqarah: 185]. So you have to make up one day, along with repentance and seeking forgiveness, because of your negligence in delaying it. And along with that, you have to feed a poor person half a sa' of dates or rice, which is approximately one and a half kilograms, to be given to some of the poor, along with repentance and seeking forgiveness, and praise be to Allah.
