He is obligated to report him, it is necessary, because this falls under the category of cooperating in righteousness and piety. This lazy, failing student, if he cheats, who will he overcome? The diligent, successful student. And this is injustice, and removing injustice is obligatory, obligatory. So you must report him. But what is the way? The student may be weak in the face of the other student who cheated, and he may fear that he will harm him. So we say it is possible to report by writing, a small piece of paper he gives to the proctor without the student noticing.
