We say: Yes, trading in tobacco is forbidden, because anything that is forbidden, it is not permissible for a person to trade in it, based on the saying of the Prophet (peace and blessings be upon him):
Indeed, when Allah forbids something, He forbids its price. إن الله إذا حرم شيئا حرم ثمنه
Sahih Ibn Hibban 26:35

And because trading in a forbidden thing falls under the category of cooperating in sin and aggression, and Allah the Exalted said:
And cooperate in righteousness and piety, but do not cooperate in sin and aggression. وتعاونوا على البر والتقوى ولا تعاونوا على الإثم والعدوان
