Is the flag a condition for repelling the aggressor?

Abu Layla : What is the meaning of "al-sa'il" (the aggressor), O Shaykh?

The Shaykh : It means, like our situation today, the Jordanian state on the border of the Jewish state. The Jordanian state is undoubtedly better than some other states in that Islam is manifest there to a great extent. So it is absolutely not in accordance with the legal logic that if we are attacked in our own homeland by the Jews, we should sit and think, "This state has not raised the flag of jihad, it has not raised the flag of La ilaha illa Allah."
