He (peace and blessings be upon him) said:Sahih Muslim 1864 And its meaning, according to the scholars, is: there is no hijrah from Makkah after Allah conquered it for His Prophet (peace and blessings be upon him). The meaning is not the negation of hijrah entirely, no. The intended meaning is: there is no hijrah after the conquest, meaning: from Makkah to al-Madinah; because Allah (Glorified and Exalted is He) made it a land of Islam after its conquest, so there remained no need for hijrah from it. And the meaning of manifesting the religion is: calling to the oneness of Allah and sincerity to Allah, establishing the prayer, and establishing the religious rites. So if he is able to do that in his land which contains disbelief, hijrah is not obligatory upon him, if he is able to manifest his religion, by worshipping Allah alone, calling to tawhid (the oneness of Allah), denying shirk (associating partners with Allah), commanding prayer, praying, and so on, then there is no blame on him. But if his residence in the land of shirk is more beneficial for the Muslims and better, he remains; otherwise, he migrates to avoid danger and to be cautious of fitnah (trial, discord or temptation). For this reason, it is prescribed to send callers to the lands of disbelief so that they call people to the oneness of Allah, and so that they teach people the Shari'ah (Islamic sacred law) of Allah, if they are people of knowledge and virtue and do not fear fitnah (trial, discord or temptation) for themselves. Then their going to the lands of the disbelievers for da'wah (calling others to Islam), advising the truth, and directing to good is a required matter, as the Companions (may Allah be pleased with them and grant them satisfaction) did.
