Is it permissible to use water or oil that has been recited over during the monthly excuse, and is it permissible to recite over creams such as Vaseline and others?

The questioner : The questioner says: Is it permissible for me to use water or oil that has been recited over during the monthly excuse? And is it permissible to recite over things like creams, such as Vaseline and others?

The Shaykh : It is permissible for a menstruating woman to use oil, water, dates, bread, or anything else that has been recited over. It is also permissible to recite over all oils, over the food that a sick person eats, and over the drinks that he drinks. This is because Allah the Exalted said: If the Qur'an is used in a way that shows benefit and public interest, and there is no disrespect to the Noble Qur'an, then there is nothing wrong with it. When we say, "there is no disrespect to the Noble Qur'an," we are being cautious regarding what is found in some containers, where verses of the Qur'an, such as the Verse of the Throne or others, are engraved in a way that does not come off with washing. There is no doubt that this is a disrespect to the Qur'an and that it is not permissible, because such a container is commonly used and may be thrown on the ground, or it may be stepped on by foot, either by mistake or intentionally. We ask Allah for safety from that. Therefore, it is not permissible for a person to write anything from the Qur'an in a carved form that remains on the container, because of the degradation of the Noble Qur'an involved in that.
