Is it from the Sunnah to begin a question with the basmalah and the salutation upon the Prophet (peace and blessings be upon him)?

Machine translationRead the Arabic original
The Shaykh : I see that this brother from Algeria is going to establish a bad religious innovation for us before every question. I don't know what he is saying. Let him explain to us what he is saying. What were you saying before the question?

Another questioner : ... He said, "In the name of Allah, the Most Gracious, the Most Merciful."

The Shaykh : I am asking you, I mean, this question that I have kept for you. Yes, what do you say?

The questioner : I would like clarification, O Shaykh, on this issue.

The Shaykh : No, my brother, no. I have known you since we were at the house of Abu 'Abdullah, and now also, before the question, you speak words in secret. So what do you say?

The questioner : O Shaykh, it is the basmalah.

The Shaykh : I am asking you, is it the basmalah?

The questioner : I said, "In the name of Allah, the Most Gracious, the Most Merciful, and blessings and peace upon the noblest of the messengers."

The Shaykh : This is what I want to understand from you.

The questioner : Is it permissible, O Shaykh?

The Shaykh : No, be careful. If I had not asked you, you would not have asked me, right? Do you know that this is from the Sunnah? Did you know that the Companions of the Prophet (peace and blessings be upon him), whenever one of them wanted to ask the Messenger of Allah, one of them would say, "In the name of Allah, and blessings and peace upon the Messenger of Allah"? Did you know this?

The questioner : Did you not know this?

The Shaykh : You did not know this? Then why do you act upon what you do not know? Take this as a benefit. It is not as you might think from my conduct. This is not a rebuke of you, but rather a reminder for you, and the reminder benefits the believers.

The questioner : May Allah bless you, O Shaykh.

The Shaykh : Therefore, change this habit and direct the question immediately. Especially if you go to your country, which I feel, because of the phone calls I receive from there every night, that they need knowledge and are eager, with all eagerness, to know the rulings of Islam from the Book and the Sunnah. So spread this Sunnah there.

The questioner : If Allah wills, O Shaykh.

The Shaykh : This issue resembles another issue, and as the ancients say, one thing reminds one of another. Perhaps this is also common among you, as it is common among us. When the Shaykh, the preacher, the teacher, and so on, wants to quote a verse and use it as evidence, he says, "Allah the Exalted said," after saying, "I seek refuge in Allah from the accursed Shaytan," or he says, "Allah the Exalted said, I seek refuge in Allah from the accursed Shaytan," and then he mentions the verse. This is an error. This is contrary to the Sunnah, even though they think they are applying the Qur'anic text. The seeking of refuge that Allah commanded us in the Noble Qur'an is for recitation. But if a Muslim wants to quote a verse to use as evidence or to preach with, he does not precede it with seeking refuge. Is this clear?

The questioner: Yes, Shaykh

The Shaykh : Likewise, the question does not require the basmalah, nor does it require the salutation upon the Messenger (peace and blessings be upon him). After this, bring out what you have of a question.
