The Shaykh : Therefore, we say that the Muslim community does not stand except upon two foundations. For about forty years, I have been saying this in two words, and I have delivered many lectures based on them: there must be "purification and education." Purification of Islam from what has entered it in all aspects of Islam—and you do not need any details on this—followed by education coupled with this correct knowledge. Where are the scholars who should number in the thousands in this great Muslim society? There should be scholars numbering in the thousands who have spent many years educating the generation living among them in this correct knowledge. Neither of these exists. So who will establish the Muslim state? Therefore, the first foundation for establishing the Muslim state is what is taken from His saying, the Exalted:
if you support Allah, He will support you إِنْ تَنْصُرُوا اللَّهَ يَنْصُرْكُمْ
[Muhammad 47:7]
There is no doubt that Allah’s victory is acting in accordance with His rulings. However, Allah’s victory today, which results from acting in accordance with His rulings, is not like Allah’s victory on the first day when the Prophet (peace and blessings be upon him) was sent and taught Islam directly. As for us, we need long studies and many years until we can produce thousands of true jurists based on the Book of Allah and the Sunnah of the Messenger of Allah (peace and blessings be upon him) and the methodology of the righteous predecessors. Look at the difficulty of obtaining correct knowledge now, and the ease of obtaining knowledge back then.
