Is working only on purification and education sufficient for establishing the Muslim state?

Al-Halabi : Some say that the Salafi methodology of da'wah, in its expression, is based on purification and education, which is a clear and understood matter as mentioned recently. Is it possible to envision the desired change in the systems of disbelief and the establishment of the anticipated Islamic state as a result of carrying out this methodology of purification and education alone?

The Shaykh : Of course, this necessitates education, and it necessitates the consolidation we mentioned earlier. These people ask this question, and we counter their question with a question: How was the Islamic state established in the beginning? How was it established when it first emerged? Was it not through education and purification? That is our answer. History repeats itself. They imagine that we mean education and purification, that we do not act, that we do not strive in the path of Allah, that we do not take up arms, and that we do not resist disbelief. This is not part of education and purification; rather, the opposite is a necessary condition of education and purification: that we work for it. But the question is: when will this happen?
