The Shaykh: No, this was not the practice of the Salaf. In my knowledge, many people reverse the legal ruling while knowing the saying of Allah, Mighty and Majestic:
then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals فَمَنْ تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ
[Al-Baqarah 2:196]
. They do not want to perform 'Umrah before Hajj so that they do not have to bear the cost of the sacrificial animal, or if they are poor, they do not want to bear the burden of fasting, fasting three days during Hajj and seven days when they return. Therefore, many of these people, who are stingy with themselves in obeying their Lord, Blessed and Exalted is He, intend to perform Hajj Ifrad, and they have planned for themselves to make up for the 'Umrah of Hajj that they missed before Hajj by performing 'Umrah after Hajj, because in this case they escape the obligation of one of the two previously mentioned matters, namely the sacrificial animal or fasting for ten days. This is a deception regarding this legal ruling. Therefore, we do not see it permissible for one who performed Tamattu' with 'Umrah to Hajj to perform 'Umrah after Hajj by going out to al-Tan'eem, because going out to al-Tan'eem after Hajj is a recommended practice (sunnah) established by the Prophet (peace and blessings be upon him) for the Lady A'ishah (may Allah be pleased with her), who had left Madinah with the Prophet (peace and blessings be upon him) performing the 'Umrah of Hajj. However, when she stopped at Saraf, a place near Makkah, her period came—the usual period of women. When the Prophet (peace and blessings be upon him) entered and found her crying, he said to her:
Have you started menstruating? مالك أنفست؟
. She said: "Yes, O Messenger of Allah." He said, may the prayers and peace be upon him:
This is a matter that Allah has decreed for the daughters of Adam. Do what the pilgrim does, except do not perform Tawaf and do not pray. هذا أمر قد كتبه الله على بنات آدم، فاصنعي ما يصنع الحاج غير ألَّا تطوفي ولا تصلي
. Due to the onset of menstruation, she was unable to complete her 'Umrah, which is part of the command of Allah in His saying:
And complete the Hajj and 'umrah for Allah وَأَتِمُّوا الْحَجَّ وَالْعُمْرَةَ لِلَّهِ

. Therefore, when she became pure at 'Arafah, she performed all the rituals, went down to Muzdalifah, and performed the Tawaf of Ifadah. What is wrong? مالكِ؟
. She said: "What is wrong with me! The people return with Hajj and 'Umrah, and I return with Hajj without 'Umrah." In another narration, "The people return with two rituals, and I return with one ritual." So the Prophet (peace and blessings be upon him), as is known to the entire Ummah, was gentle and merciful with his family. He ordered her brother, 'Abd al-Rahman ibn Abi Bakr al-Siddiq, to ride her behind him and take her out to al-Tan'eem so that she could perform 'Umrah as a substitute for the practical 'Umrah that she had missed previously. Therefore, I say that going out to al-Tan'eem after Hajj to perform 'Umrah is the 'Umrah of the menstruating woman. So if any of the women is afflicted with what A'ishah was afflicted with, namely the inability to perform the 'Umrah of Hajj, she may do as A'ishah (may Allah be pleased with her) did. As for the women who are pure and who performed 'Umrah before Hajj, or who were able to do so but limited themselves to Hajj Ifrad for one of the reasons I mentioned earlier, and then they want to make up for the 'Umrah before Hajj that they missed by performing 'Umrah from al-Tan'eem, this is equating the pure women with the menstruating women, and this is not permissible. If that is the case, then it is even more so, and even more so, that it is not permissible for men. All men must perform 'Umrah before Hajj, because the Prophet (peace and blessings be upon him) made it, by revelation from Allah the Exalted, a continuing law until the Day of Resurrection when he said:
Umrah has been entered into Hajj until the Day of Resurrection. دخلت العمرة في الحج إلى يوم القيامة

Therefore, we do not imagine that a Muslim would be forced to perform a Hajj Ifrad separate from 'Umrah except in very, very narrow circumstances, such as the circumstance of a menstruating woman who menstruates before she is able to perform the Tawaf of Arrival. For this reason, this eternal legal ruling must be observed: 'Umrah is part of Hajj; 'Umrah has entered into Hajj until the Day of Resurrection. Yes.
