Q: Is the 'Umrah obligatory for the people of Makkah or not? If it is obligatory, I ask for evidence from the Book and the Sunnah. If it is not obligatory for the people of Makkah , I ask for evidence as well. And if it is obligatory for them, do they go to al-Tan'im or not? Please inform us; may Allah reward you.
A: 'Umrah in Islam is obligatory once in a lifetime for the people of Makkah and others; due to the generality of the evidence for its obligation. As for entering the state of ihram for 'Umrah for one who is inside the Haram, it is from the land outside the Haram such as al-Tan'īm , and al-Ja'ranah , and the like. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
