The Shaykh : One starts with the mother. If we imagine a couple who have not performed Hajj and are excused, as we said, and the son was righteous and performed Hajj for himself, then he wanted to perform Hajj on behalf of one of his parents first, the one who is prioritized is the mother, based on the hadith in al-Bukhari and Muslim where a man came to the Prophet (peace and blessings be upon him) and said, "O Messenger of Allah, whom should I be the best to?" He said:
Your mother أمك
He said, "Then whom?" He said:
Your mother أمك
He said, "Then whom?" He said:
Your mother أمك
He said, "Then whom?" He said:
Then your father ثم أبوك
So the father is in the second position. If the son is able to perform Hajj for one of them, let him start with his mother, then the father if he is also able. It does not concern you if he may not be able due to weakness, illness, poverty, and so on. His time may come and he may not have been able to do it; there is no blame on him for that. Rather, a person should, as the Exalted said,
So fear Allah as much as you are able فاتقوا الله ما استطعتم
[At-Taghabun 64:16]
and
Allah does not charge a soul except [with that within] its capacity لا يكلف الله نفسًا إلا وسعها
[Al-Baqarah 2:286]
