The Shaykh : No, my brother, we do not prevent anyone ... from the truth, but we order him to be good in his call to the truth. We do not prevent anyone from calling to the truth, but we order him to improve his manner in calling to the truth, otherwise the prohibition of what is wrong, which we were commanded to do, will be lost.
He who amongst you sees something abominable should modify it with the help of his hand; and if he has not strength enough to do it, then he should do it with his tongue, and if he has not strength enough to do it, (even) then he should (abhor it) from his heart, and that is the least of faith. من رأى منكم منكرا فليغيره بيده فإن لم يستطع فبلسانه فإن لم يستطع فبقلبه وذلك أضعف الإيمان
Sahih Muslim 49a
Perhaps a person is capable of changing what is wrong with his hand, and no greater wrong results from this prohibition by hand than it, yet some say that this manner contains harshness. Do you understand me, or not?

And for that reason, the Messenger (peace and blessings be upon him), by revelation from the sky, naturally, made the ranks of prohibiting what is wrong three. The first rank is changing it with the hand, but this changing with the hand is not always and forever appropriate. In fact, even changing with the tongue does not exist, unfortunately.
