The Shaykh : Perhaps you know that the obedience of the woman to her husband is obligatory, just as the obedience of an individual of the people to the Muslim ruler is obligatory. It is not obedience that I call blind, but rather complete obedience, except for what the Shari'ah has excluded, which is disobedience to Allah. And from this, legal rulings follow: if the Muslim ruler commands an order whose origin is permissible, this order becomes obligatory for the one commanded to perform it, because it is the command of the one in authority. The same applies exactly to the wife with her husband. So, if the husband commands his wife to do something, and the command is permissible in the original Shari'ah, and the woman is able to perform it, then it is obligatory for her to obey him. And if she does not obey him, she has disobeyed Allah and His Messenger. Therefore, in what the woman engages in by setting up obstacles, these obstacles may prevent her husband from reaching what Allah the Exalted has made permissible, let alone if the permissible matter is a recommended, prescribed act. There is no doubt that she would be a sinner twice: the first time is what I mentioned before, that she cuts off the path, and the other is that she contradicts her husband in a matter in which she has no right to contradict him because she is able to do it, and he has not commanded or does not wish to commit a sin among the sins of Allah. Her ruling with her husband is like the ruling of an individual of the people with the ruler who rules by what Allah has revealed. And I said a word earlier which is used today in some Islamic countries: they justify the implementation of some matters or some new, urgent rulings by saying that this is the command of the one in authority. So it is necessary here to remind you of what I pointed to earlier. But often, a hint does not suffice in place of an explicit statement. So I say: the one in authority must either be knowledgeable of the Book and the Sunnah, so that he is excused in obeying him in what he commands that has no basis in the Sunnah, or, if he is not knowledgeable of the Book and the Sunnah, he must have a council of consultation from the people of knowledge and virtue, so that no ruling is issued except after taking the approval of these scholars, especially if among them is one who is more knowledgeable than the others. But if the order is issued by the one in authority who is not knowledgeable in the caravan nor in the raid, then that ruling I mentioned earlier does not apply to him. Accordingly, we also say regarding the husband: he must be knowledgeable of the Book and the Sunnah and what is permissible and what is not. So if such a husband commands his wife, and this command does not contain disobedience to Allah first, and she is able to implement it second, then it is obligatory for her to implement it, as explained above.
