Whoever sleeps through a prayer or forgets it, let him pray it when he remembers it. There is no expiation for it except that. من نام عن صلاة أو نسيها فليصلها إذا ذكرها لا كفارة لها إلا ذلك
Then the Messenger of Allah (peace and blessings be upon him) recited the words of Allah the Exalted:
And establish prayer for My remembrance وَأَقِمِ الصَّلاةَ لِذِكري

As for if one intentionally leaves it until its time passes without an excuse, then even if he makes it up a thousand times, it will not benefit him. Because if he delays it intentionally without an excuse and prays it after the time, he has done a deed for which there is no command from Allah and His Messenger, so it is rejected, based on the saying of the Prophet (peace and blessings be upon him)
He who did any act for which there is no sanction from our behalf, that is to be rejected. من عمل عملا ليس عليه أمرنا فهو رد

And in that case, he does not make up what he missed intentionally, but he rectifies his deed, becomes upright, and increases in righteous deeds, and perhaps Allah will accept his repentance. Yes.
