What are the limits of ability in jihad?

Machine translationRead the Arabic original
The questioner : I asked about the ruling on jihad in Afghanistan if a person is able to do it himself; does he travel? Or if he is able to send money, is that sufficient for him? You said, may your honor be respected: if he is able to go himself, he goes, and if he is able with his knowledge, he fights them with his tongue; so what are the limits of this ability?

The Shaykh : This is not something to be asked. Ability is a personal matter, and the mufti cannot give you the limits of ability. Allah the Exalted said:
And [due] to Allah from the people is a pilgrimage to the House - for whoever is able to find thereto a way ولله على الناس حجُّ البيت من استطاع إليه سبيلًا
[Ali 'Imran 3:97]
. Who is the one who can determine for the millions of people, each one, whether he is able to perform Hajj or not? Only you know; you are able or you are not able. You are able in terms of your health, you are able in terms of your wealth, you are able in terms of your country. How can a person be asked about a matter that only the Knower of the Unseen can know, and then this person who is obligated? For example, a person in some countries lives there and is not allowed to leave his town; he asks, "Is Hajj obligatory upon me?" How do I know? I say: Hajj is obligatory upon you. And then he surprises me by saying, "But the state does not allow me!" What is the benefit of this question?
For example: I want to perform Hajj; fine, perform Hajj. But he asks: "Am I able?" How are you? Is your health good? Yes. Do you have money to perform Hajj? He says: No! So how do you ask about something that you know better than anyone else? And so on. This question is often repeated, and it is not something that should be directed. Rather, the matter is as Allah said:
Rather, man, against himself, will be a witness, بل الإنسان على نفسه بصيرة
[Al-Qiyamah 75:14]
. The Messenger (peace be upon him) said in the hadith of 'Imran ibn Husayn:
offer prayer in standing condition; if you are unable to do so, then in sitting condition: if you are then at your side صلِّ قائمًا ، فإن لم تستطع فقاعدًا ، فإن لم تستطع ؛ فعلى جنب
Sunan Abi Dawud 952Sahih (Al-Albani)
. And here I am among you; who is the one who can say that I am able to pray standing, bowing, and prostrating, or that I am not able? No one can judge, but I judge myself regarding myself. And true is the saying of Allah:
Rather, man, against himself, will be a witness, بل الإنسان على نفسه بصيرة
[Al-Qiyamah 75:14]
.
