Question:
The questioner, in his second question, says: His wife, who resides in Egypt, has not performed Hajj because she is financially unable, and there are financial difficulties that cause her hardship. Is it permissible for this husband to perform Hajj on her behalf?

Answer:
She must perform Hajj if she is able, and if she is not able, then Hajj is not obligatory upon her; because Allah (Exalted and Majestic is He) said:
And [due] to Allah from the people is a pilgrimage to the House - for whoever is able to find thereto a wayوَلِلَّهِ عَلَى النَّاسِ حِجُّ الْبَيْتِ مَنِ اسْتَطَاعَ إِلَيْهِ سَبِيلًا
[Al-Imran: 97]. So if she is able with her body and her wealth, she performs Hajj. And if she is not able, Hajj is not obligatory upon her until she has money, or it becomes easy for her husband to have her perform Hajj, or for someone else who can have her perform Hajj; there is no harm in that.
The point is: It is not obligatory upon her except if she is able to perform Hajj from her own wealth. As for if she is an old, elderly woman for whom Hajj is difficult, her husband or someone else performs Hajj on her behalf. But if she is able with her body, but she has no money, then Hajj is not obligatory upon her until she is able to obtain money. If the money is found, she performs Hajj. And if her husband or her father or someone else performs Hajj for her, there is no harm, but Hajj is not obligatory upon her except if she is able with her own wealth and her body. If she is able, Hajj is obligatory upon her; otherwise, it is not, and there is no blame on her; because Allah says:
And [due] to Allah from the people is a pilgrimage to the House - for whoever is able to find thereto a wayوَلِلَّهِ عَلَى النَّاسِ حِجُّ الْبَيْتِ مَنِ اسْتَطَاعَ إِلَيْهِ سَبِيلًا
[Al-Imran: 97].
And Hajj does not suffice for her if someone else performs it on her behalf while she is able with her body and is not an old woman, nor a very elderly woman, nor a woman sick with an illness from which recovery is not expected. It is not permissible to perform Hajj on her behalf. But if she is an old, elderly woman, or sick with an illness from which recovery is not expected, then there is no harm in her husband or someone else performing Hajj on her behalf. Yes.
