The Ability: That a person must be able to perform Hajj with his wealth and his body. If he is unable with his wealth but able with his body, Hajj is obligatory for him; because he is able to perform it, such as a man who is able to walk to Makkah and to the sites of pilgrimage, for example, if he is close to Makkah, then Hajj is obligatory for him;For its inclusion in the saying of Allah the Exalted: “Whoever is able to reach it” [Al Imran: 97].
And if he is unable with his body but able with his wealth, it is obligatory for him to appoint a proxy to perform Hajj on his behalf; because this person is able with his wealth, so it is obligatory for him to appoint someone to perform Hajj on his behalf.
As for being unable with both his wealth and his body, there is no Hajj upon him, even if he dies, making it up on his behalf is not obligatory, such as a poor man who is unable and cannot perform Hajj with his own person, so there is no Hajj upon him, and if he dies, making it up is not obligatory; because it was not originally obligatory upon him.
If he is able with his wealth but unable with his body due to a temporary inability that is expected to end, let him wait until the obstacle is removed, then perform Hajj, like fasting: if one is sick with an illness that is not expected to end, he feeds, and if he is sick with an illness that is expected to end, he waits until he recovers.
