Is it permissible to give zakah to someone to take them on Hajj to the House of Allah?

Machine translationRead the Arabic original
The Shaykh : The most that has been said regarding expanding the scope of the meaning of "in the cause of Allah" is giving money to a poor person for Hajj in the cause of Allah, for Hajj to the House of Allah, so it is in the cause of Allah. I see that, because I have a hadith, and I am a hadith enthusiast and a caller to the hadith. The text of the hadith is the story of Abu Ma'qal and the wife of Umm Ma'qal. When he went on Hajj with the Messenger (peace and blessings be upon him), his wife Umm Ma'qal came complaining to the Prophet (peace and blessings be upon him). She said: "O Messenger of Allah, I told Abu Ma'qal to take me on Hajj on a mount he had with him, but he refused." So the Messenger (peace and blessings be upon him) sent for him, and he asked him why he did not take her on Hajj on his mount. I have forgotten its name now. He said: "O Messenger of Allah, I made it in the cause of Allah." Every Arab understands that "I made it in the cause of Allah" does not mean the general sense, but the specific sense, which is jihad. He (peace and blessings be upon him) said, and here is the point:
But if you had taken her on it, it would have been in the cause of Allah أما إنك لو أحججتها عليه لكان في سبيل الله
From here, Imam Ahmad took the position that it is permissible to give zakah in the cause of taking people on Hajj to the House of Allah. This is an expansion based on the text of the hadith. As for the expansion that contemporary scholars go to today, it is undoubtedly a negation of the Qur'anic text from two aspects: from the aspect of the restrictive particle "innama" (only), and from the aspect that "in the cause of Allah" in the general sense negates this detail: the poor, the needy, those employed to collect it, those whose hearts are to be reconciled... What is the meaning of the Qur'anic detail if "in the cause of Allah" is in the general sense? Leave aside the fact that this interpretation contradicts the methodology of the righteous Salaf. Therefore, I do not see these expansions. Consequently, it is not permissible to give zakah to an association that we know handles this money based on the interpretation of "in the cause of Allah" in the general sense.
