The Shaykh : In this manner of sending [money], the riba accumulated. It is not called profits; it accumulated and gathered. At that point, this Muslim has a way out: either he implements in himself the word of his Lord

. This is, of course, directed at the usurers, not those from whom money was taken by way of riba. But the Sunnah clarifies the one who consumes riba and the one who feeds riba. The Prophet (peace and blessings be upon him) said:
Allah's Messenger (ﷺ) cursed the accepter of interest and its payer, and one who records it, and the two witnesses لعن الله آكل الربا ، وموكله وكاتبه ، وشاهديه

The one who places his money in the bank is not better than the bank; rather, he is a cornerstone of the bank. The evidence from reality is that if those who deal with the banks withdrew their capital on a moonless night, what would happen to the bank? It would go bankrupt, right? So, those who deal with the bank are the ones upon whom the curse falls before the bank itself, because they are the ones who established the bank; without them, it would not have existed. Therefore, Allah has cursed the one who consumes riba, the one who feeds it, the scribe, and the witnesses. So, this money, which is the riba that has accumulated with them after the year I mentioned, has one of two ways out: either you take your capital and save yourself, and in this case, you will be feeding the bank with haram money, which is also a problem; or, in another case, if you are qualified for it and do not fear for yourself from it, you take this riba along with your capital and set it aside until you are able to spend it in public utilities, not in the profits of a specific person or persons. That is, it is not permissible to give this money, which is riba, to poor people who benefit from it individually, but rather this money is to be spent in public utilities. By public utilities, I mean anything in which the general public shares in the benefit, not a specific person or persons. For example, there is a village or neighborhood that needs to pave one of its rough roads. This money is spent on paving that road. There is a village or district that also needs public water, so public water is drawn for the general people, for the animals, and so on. And so on.
