What is your advice for the da'is who were expelled from Palestine? Should they direct the jihad movement from abroad, or should they return to Palestine despite the harm they will face?

Machine translationRead the Arabic original
The Shaykh : There is no god but Allah.

The questioner : As for the second question, and the third question after it, I will conclude the discussion.

The Shaykh : Please.

The questioner : The answer is brief.

The Shaykh : If Allah wills.

The questioner : Or long, it is up to you.

The Shaykh : If Allah wills.

The questioner : Regarding the issue, we consider them the vanguard of jihad and the driving force, if that expression is correct, of Islamic jihad in the land of the Night Journey and the Ascension, the two Qiblas, and the third of the two mosques. And we inform you thatThe Shaykh : 'Abd al-'Aziz ibn Baz, to whom a report was presented a month ago, which I handed to him personally, along with tapes of the sermons of some of the expelled mujahideen, took an interest in it and published it in some Saudi newspapers. Muslims must be mobilized to help these people with everything they can, because the issue is a matter of truth and falsehood in opposition. Truth is resisting the most hostile of people to those who believe. It is not just hostility toward Palestine, but hostility toward Muslims everywhere, as you know. These expelled individuals—we, after verifying the matter, denounce those who visited them, and, if Allah wills, we are on our way to them, if Allah makes it easy, so that we can inform you later. We are reassuring you about what we are saying now.

The Shaykh : If Allah wills.

The questioner : More than half of them are the best, the best of the da'is in the land of the Night Journey. Even if we compare them to the working, advising scholars of Saudi Arabia, such asThe Shaykh : Ibn Baz and people like you and people like them, they are also like you. More than half of them are like you.

The Shaykh : If Allah wills.

The questioner : Israel expelled them, and we inform you that this is a predicament for Israel. It is known that they do not care about getting entangled, but the truth, if the expression is correct, is that by the blessing of the jihad and sincerity of these people, as we know them, they have entangled Israel in a predicament. We ask Allah the Exalted that they not emerge from it except as humiliated. So now they are being given the choice, and they continue to be given the choice, to roam or to disperse in the choice, and they are released. Their choice is to go to any country. It was offered to them in some countries, even Western ones before Arab ones, if they wanted to settle there, but they are insistent on remaining there until Allah wills, until the Israeli authorities allow them to return. They are prepared, if they return to Israel, even if their fate is to be thrown into prisons. We know the oppression of the Israelis toward these people, toward people like them in prisons, and they prefer that. So how do you see it, Your Eminence? Freedom is sacred, and if they are free and choose to disperse in Arab countries, and they have the choice in that, and they are free in this, and the ways are made easy for them, do you find that it is in accordance with the Shari'ah and in service to Islam and Muslims? Can they set out freely, disperse in Arab or Western countries, and then direct jihad by any means to their brothers and soldiers in the land of the Night Journey? Or is their insistence on returning, with the likelihood or belief that they will be in captivity and oppression in Israeli prisons, what you prefer or see?

The Shaykh : I advise these brothers, first, to consider the expulsion of the Jews from their land as a type of jihad in the path of Allah the Exalted. I advise them to prefer leaving the place where they were imprisoned and to accept their transfer to some Arab countries, not to some disbelieving European or American countries, because their exit from this prison imposed on them to countries called democratic countries, which they claim is a strength, is first a strength for the Jews, and then for those who support them, some openly like America, and some secretly. So I see that if there is truly an effort to allow them to leave this land where they were forced to reside by force, to some Arab countries, on the condition that these Arab countries allow them to employ all possible means to achieve the jihad we are discussing.

The questioner : By Allah, it is impossible, Shaykh, they will not allow them...

The Shaykh : Then.

The questioner : It is impossible, Shaykh, for an Arab country to allow them, as you know, it is a major obstacle.

The Shaykh : I know, Shaykh. So then, what do our brothers who were expelled from their homes gain by being returned to the Jews' prison? What do they gain? So I say, as mentioned in the details of your question, that freedom is something. So they should seize it as an opportunity if it is offered to them to move from this desert prison imposed on them by the Jews to some Islamic countries. And I say, on the condition, and I say this to clarify that Islamic states today are not with the Islamic peoples who want to strive in the path of Allah. These peoples, if they do not have a ruling power behind them that holds authority and material and organizational power, these peoples cannot do anything, even if their word were united, how much more so when they are divided into parties and so on.
So I say with this condition, and I know that states today do not accept this condition, because if they wanted it, they would have done it, and they would have brought these people to them despite the noses of the Jews and those who stand behind the Jews. But I say, to clarify the painful reality of today, that there is no government there striving in the path of Allah. Therefore, we advise individuals not to entangle themselves and not to think that they can strive in jihad as individuals or with some of their groups, while they have not fulfilled the obligation of
And if they had intended to go forth, they would have prepared for it [some] preparation. But Allah disliked their being sent ولو أرادوا الخروج لأعدوا لهم عدة ولكن كره الله انبعاثهم
[At-Tawbah 9:46]
.
So I say that if this condition is not acceptable, as unfortunately each of us feels, and if the matter revolves around three things: either they return to the Jews' prison, or they move to the land of disbelief, or to some Islamic countries, then this is their obligation. They do not accept returning to the Jews' prison, and they do not accept moving to the land of disbelief, even if they may find comfort, spaciousness, and luxury there. And this is from the stratagem of the enemies of Muslims, that they accept these expelled people from their lands to show people that their rule is democratic and just.

The questioner : They rejected the Arab countries.

The Shaykh: Yes.

The questioner : So if they want to choose to disperse in Islamic countries, and all Islamic and Arab countries rejected their demands, and this is what America is now imposing, as we know, do they remain in this desert forever?

The Shaykh : No, no, he does not say that.

The questioner : Or do they return to Israel?

The Shaykh : They do not return to the Jews, they do not return to the Jews at all, because they have no movement by which they can benefit the Ummah or at least the Palestinian Muslim people.

The questioner : May Allah reward you with good.

Another questioner : So the third answer, if no Arab state accepts them?

The Shaykh : They choose...

The questioner : They choose the countries?

The Shaykh : Any Western country where they can work with more freedom than any other country.

The questioner : Well done, may Allah reward you with good.
