The questioner : Ibrahim from Sudan, residing in the State of Qatar, says: “My question, O honorable Shaykh, is: A man whose two hands are amputated and who cannot wash them—does the obligation of washing fall off in such a case if he does not find an excuse? And likewise, if he wants to read from the mushaf, is it permissible for him to place it on his legs?”

The Shaykh : If the amputated hands were cut off above the elbow, then washing them is excused. However, if they were cut off at the elbow joint, then it is obligatory for him to wash the end of the upper arm. If they were cut off from the middle of the forearm, for example, then it is obligatory for him to wash what remains of the forearm along with the elbow. These are three cases. The first case is that the amputation is from above the elbow, toward the upper arm, in which case he is not required to wash anything.
The second case is that the amputation is from the elbow, in which case he must wash the end of the upper arm.
The third case is that the amputation is from the middle of the forearm, for example, in which case he must wash what remains of the forearm along with the elbow.
As for touching the mushaf, there is nothing wrong with the man placing the mushaf on his thighs while sitting and reading from it. Yes.
