What is the ruling on one who prays while exposing his shoulder in the state of ihram?

Machine translationRead the Arabic original
Abu Layla : Excuse me, Shaykh, I mean, the brothers reminded you, Shaykh, regarding the fact that after exposing the shoulder, one returns to the state of ihram for the sake of prayer? Does one return to the state of ihram?

The Shaykh : You have spoken well. This aspect is also one in which pilgrims and those performing 'Umrah err. I mentioned to you earlier that some of them expose their shoulder from the moment they enter ihram, whereas you understood from the context earlier regarding the rituals of 'Umrah that exposing the shoulder begins only when one starts the tawaf, and only the tawaf of arrival. Despite this, these pilgrims continue in this state in their ihram, standing at the stations in Mina and at 'Arafah, and they do not exit ihram until after the stoning and the slaughter. This means that they pray all the prayers while exposing their right shoulder. Here, they commit a fundamental violation of an authentic Prophetic hadith, which is his saying (peace and blessings be upon him):
None of you should pray while there is nothing on his shoulders of his garment. لا يصلين أحدكم وليس على عاتقيه من ثوبه شيء
. So they pray while exposing their shoulder, which is contrary to this hadith. Therefore, first, the act of exposing the shoulder is restricted to the tawaf of arrival only. Then, conversely, when one begins to pray the two rak'ahs of the tawaf at the Maqam, he must cover both shoulders completely. If he prays in this manner, he exposes his prayer to invalidity due to the prohibition by the Messenger (peace and blessings be upon him) of praying unless one is covering the shoulders
None of you should pray while any part of his garment is not on his shoulder. لا يصلين أحدكم وليس على عاتقه منه شيء
. And I hope, at the end of this session, first, that you adhere to the obligations, recommended practices, and desirable acts mentioned to you. Second, that the present convey to the absent. You will surely meet many of those performing 'Umrah there, so you must remind them of their errors and of what is obligatory for them to observe regarding the rulings of 'Umrah that are established in the authentic Sunnah, so that the reward of the one who guides to good is written for you. What? The one who guides to good is like the one who does it. And because it falls under the generality of his saying (peace and blessings be upon him):
He who sets a good precedent in Islam من سن في الإسلام سنة حسنه
Sahih Muslim 1017a
. Because the one who will take this advice from you will practice it himself, and it will be a continuing practice, and then he may also convey it to others, and so on. Thus, you will have the reward of everyone who is guided by your guidance to good.

The questioner : The woman and the man, either he shaves or he cuts his hair. But we see some women take a few hairs from their forelocks?

The Shaykh : Yes, that is all that is required of them.

The questioner : Just that, I mean.

The Shaykh : That is all that is required of them, yes.
