The Shaykh : Rather, it moves. In this year, for example, it might be on the twenty-fifth, in another year on the twenty-seventh, in the third year on the twenty-ninth, and in another year on the twenty-third. It moves. The evidence for this is that the Messenger of Allah (peace and blessings be upon him) said:
on the night when nine or seven or five nights remain التمسوها في سابعة تبقى في خامسة تبقى
Sahih al-Bukhari 2021
and he did not specify it. He was shown the Night of Decree and that he would prostrate in its morning in water and mud. So that night was the twenty-first. The sky rained, and the Prophet (peace and blessings be upon him) prayed the dawn prayer, and the mark of water and mud was seen on his forehead. Therefore, this night is not fixed.
